Mr. Roeuth Sam founded this firm after working for one of the biggest plaintiff’s personal injury firms in California. For the past 18 years, Mr. Sam represented over a thousand injured clients. Mr. Sam helped many injured victims navigate the complexities of litigation which included filing lawsuits, sending out and responding to written interrogatories, defending and taking depositions, retaining experts, appearing in court, arguing motions, attending mediations, arbitrations or settlement conferences, and trial. Mr. Sam has handled and settled cases worth seven figures. Mr. Sam has the knowledge, experience, and aggressiveness to represent any injured victim. Please call or send email to learn more about us.
Personal Life
Mr. Sam, a refugee, immigrated to the United States with his parents after fleeing the communist Khmer Rouge regime in Cambodia. His parents settled in Modesto, California. With very little money, a scant understanding of the American culture, and even less command of the English language, they worked hard to build a life in the central valley. His parents opened up a small grocery store with money borrowed from friends and family. From the age of 10 years old, Mr. Sam worked at the grocery store, taking out the trash, sweeping, and moping the floors every night. He continued to work for his parents throughout middle school, high school, and college. While helping his parents run their grocery store, Mr. Sam worked at other jobs including pizza delivery driver, bus boy, waiter, dishwasher, etc… Mr. Sam is married and has a daughter. He understands the value of hard-work, consistency, perseverance, and dedication. All values he learned from his parents. He now brings that same work ethic to representing his injured clients.
Education
Mr. Sam graduated from Modesto Junior College in 2001 with an Associate’s Degree in General Education. He then attended California State University, Sacramento and received his Bachelor’s Degree in Philosophy with a Concentration in Ethics and Law. He graduated with Honors, receiving Cum Laude distinction. Mr. Sam then went to California Western School of Law and graduated with a Doctor’s of Jurisprudence in 2007. He was on the Dean’s List twice and received an American Jurisprudence Award for scoring the highest in one of his classes.
PAOLA PEREZ – LAW FIRM ADMINISTRATOR/PARALEGAL

Sam, she worked for a total of 18 years handling third party liability claims (from pre-litigation through trial) for two of the largest personal injury law firms in the Central Valley.
Personal Life
Born in Guadalajara, Jalisco, Mexico, Paola migrated with her parents and brother to San Jose, California in 1989, where she was raised. In 1998, Paola’s family relocated to the Central Valley. She has been lucky enough to be able to raise her own three children (with the help of their loving and supporting family) here as well. She spends her free time working with the less fortunate members of society by volunteering her time with organizations such as: Modesto Gospel Mission Center, United Way of Stanislaus, St. Mary’s Dinning Hall of Stockton, the American Foundation for Suicide Prevention and the American Cancer Society.
Although her passion is in the legal filed, during the past six years she has helped plan, lodge and manage two successful local small businesses. Having achieved these tasks, Paola now strives to provide the best and most ethical legal experience anyone could have with the Law Firm of R. Sam.
Education
Paola obtained her legal studies degree from Humphreys University and was consistently on the Dean’s List of Honor Students. She graduated with a Bachelors of Arts in 2014.
